Uthrel is a Taxian psionicist, a syndicate interrogator, and a high-ranking member in Sureniel’s personal entourage.
If Elder dragons have any weakness beyond being prone to long states of torpor, it is a vulnerability to psionics and direct mental incursions. Dragons aren’t mentally feeble by any means; they simply don’t have supernatural “mental scales” to protect their minds, any more than humans do.
Before the Claw Hammer War—before Taxians brought their broad mental powers and psychic towers to Chaldea—dragons had little to fear from lesser species. Dragons were responsible for bringing mercenary armies to Chaldea and for introducing Chaldea to the universe—a vibrant new landscape, rich and ripe for the taking. And with those armies came others, foxes hidden among the military sheep, ancient powers thirsty to conquer new worlds. Thus came the Taxians, a species that had plundered realms for many ages.
When Sureniel wrested control of Niesse from the dwarves, he took precautions against the Taxians by creating a psionic syndicate of his own that he alone controlled and led by Uthrel. Should any psionicist came after the dragon, they’d have to contend with the Niesse Syndicate first.
Uthrel is old, perhaps ancient. Extraordinarily little is known about the Taxians in general—how they live and breed or even how long lived they are. Only Sureniel knows where Uthrel came from and he is legendarily secretive.
Uthrel mentally controls black metallic guy wires that connect to mithril rings attached to his body and limbs; these lift and propel him through the air like an animated marionette puppet. Uthrel can and does walk, but he prefers to fly, hover, and move about the Niesse Undercroft propelled by his wires.
Sureniel doesn’t often hold court or accept diplomatic visitors, but on those rare occasions he does, Uthrel functions as his steward and master of ceremonies.
